Iraq’s Budget Deficit Exceeds 21 Trillion Dinars in the First Half of 2026

The Iraqi Ministry of Finance has published its monthly report on revenues and expenditures for the first half of 2026. According to official statistics, total expenditures reached 57.18 trillion dinars, while total revenues amounted to 35.94 trillion dinars. This reflects a significant fiscal gap, with a deficit exceeding 21 trillion dinars over the six-month period.
Salaries Account for the Lion’s Share of Expenditures
The report indicates that operational expenditures and salaries made up the vast majority of public spending. Out of the 57.18 trillion dinars spent, 54.67 trillion dinars went to the operational sector, while only 2.5 trillion dinars was allocated to investment expenditure, with the largest share concentrated in the Ministry of Oil.
Salary and entitlement expenditures were distributed as follows:
- Salaries of Iraqi and Kurdistan Region employees: 30.76 trillion dinars
- Social welfare and retirement expenditures: 13.85 trillion dinars
- Total subsidies and bonuses: 4.15 trillion dinars
Consequently, total salary-related expenditures reached 48.76 trillion dinars, accounting for approximately 85% of total state expenditures.
Decline in Oil Revenues and Increase in Non-Oil Revenues
Regarding public revenues, total revenue during this period amounted to 35.94 trillion dinars, comprising 28.5 trillion dinars in oil revenues and 7.4 trillion dinars in non-oil revenues.
Accordingly, the share of non-oil revenues rose to 20%, while oil revenues dropped to 80% of total revenues.
Compared to the first half of 2025, when total revenues stood at 62 trillion dinars, including 57 trillion dinars from oil and 4.9 trillion dinars from non-oil sources, Iraq’s public revenues have declined significantly due to the sharp decrease in oil revenues.
Kurdistan Region’s Share of Expenditures and Revenues
With respect to the Kurdistan Region, its total expenditures in the first half of 2026 were entirely operational, reaching 6.28 trillion dinars, compared to 5.16 trillion dinars recorded in the first half of 2025.
Meanwhile, the Kurdistan Region’s non-oil revenues included within the federal government’s collected revenues increased from 319 billion dinars in the first half of 2025 to 383 billion dinars in the first half of 2026.

نشرت وزارة المالية العراقية تقريرها الشهري بشأن الإيرادات والنفقات للنصف الأول من عام 2026. ووفقا للإحصاءات الرسمية، بلغ إجمالي النفقات 57.18 تريليون دينار، في حين بلغ إجمالي الإيرادات 35.94 تريليون دينار. ويعكس ذلك فجوة مالية كبيرة، بعجز يتجاوز 21 تريليون دينار خلال فترة الستة أشهر.
الرواتب تستحوذ على الحصة الأكبر من النفقات
يشير التقرير إلى أن النفقات التشغيلية والرواتب شكّلت الجزء الأكبر من الإنفاق العام. فمن أصل 57.18 تريليون دينار تم إنفاقها، ذهب 54.67 تريليون دينار إلى القطاع التشغيلي، في حين خُصص فقط 2.5 تريليون دينار للنفقات الاستثمارية، مع تركز الحصة الأكبر منها في وزارة النفط.
وقد توزعت نفقات الرواتب والاستحقاقات على النحو الآتي:
- رواتب موظفي العراق وإقليم كردستان: 30.76 تريليون دينار
- نفقات الرعاية الاجتماعية والتقاعد: 13.85 تريليون دينار
- إجمالي الإعانات والمكافآت: 4.15 تريليون دينار
وبذلك، بلغ إجمالي النفقات المرتبطة بالرواتب 48.76 تريليون دينار، وهو ما يمثل نحو 85% من إجمالي نفقات الدولة.
انخفاض الإيرادات النفطية وارتفاع الإيرادات غير النفطية
وفيما يتعلق بالإيرادات العامة، بلغ إجمالي الإيرادات خلال هذه الفترة 35.94 تريليون دينار، منها 28.5 تريليون دينار إيرادات نفطية و 7.4 تريليون دينار إيرادات غير نفطية.
وبناء على ذلك، ارتفعت حصة الإيرادات غير النفطية إلى 20%، في حين انخفضت الإيرادات النفطية إلى 80% من إجمالي الإيرادات.
وبالمقارنة مع النصف الأول من عام 2025، عندما بلغ إجمالي الإيرادات 62 تريليون دينار، منها 57 تريليون دينار من النفط و 4.9 تريليون دينار من المصادر غير النفطية، فقد شهدت الإيرادات العامة للعراق انخفاضا كبيرا نتيجة التراجع الحاد في الإيرادات النفطية.
حصة إقليم كردستان من النفقات والإيرادات
وبخصوص إقليم كردستان، كانت نفقاته الإجمالية في النصف الأول من عام 2026 تشغيلية بالكامل، إذ بلغت 6.28 تريليون دينار، مقارنة بـ 5.16 تريليون دينار المسجلة في النصف الأول من عام 2025.
وفي المقابل، ارتفعت الإيرادات غير النفطية لإقليم كردستان المدرجة ضمن الإيرادات المحصلة لدى الحكومة الاتحادية من 319 مليار دينار في النصف الأول من عام 2025 إلى 383 مليار دينار في النصف الأول من عام 2026.
