\n The Iraqi Ministry of Finance has published its monthly report on revenues and expenditures for the first half of 2026. According to official statistics, total expenditures reached\n 57.18 trillion dinars<\/strong>, while total revenues amounted to\n 35.94 trillion dinars<\/strong>. This reflects a significant fiscal gap, with a deficit exceeding\n 21 trillion dinars<\/strong> over the six-month period.\n <\/p>\n\n

\n Salaries Account for the Lion’s Share of Expenditures\n <\/h3>\n\n

\n The report indicates that operational expenditures and salaries made up the vast majority of public spending. Out of the\n 57.18 trillion dinars<\/strong> spent,\n 54.67 trillion dinars<\/strong> went to the operational sector, while only\n 2.5 trillion dinars<\/strong> was allocated to investment expenditure, with the largest share concentrated in the Ministry of Oil.\n <\/p>\n\n

\n Salary and entitlement expenditures were distributed as follows:\n <\/p>\n\n

  • Salaries of Iraqi and Kurdistan Region employees:<\/strong> 30.76 trillion dinars<\/li>\n
  • Social welfare and retirement expenditures:<\/strong> 13.85 trillion dinars<\/li>\n
  • Total subsidies and bonuses:<\/strong> 4.15 trillion dinars<\/li>\n <\/ul>\n\n

    \n Consequently, total salary-related expenditures reached\n 48.76 trillion dinars<\/strong>, accounting for approximately\n 85%<\/strong> of total state expenditures.\n <\/p>\n\n

    \n Decline in Oil Revenues and Increase in Non-Oil Revenues\n <\/h3>\n\n

    \n Regarding public revenues, total revenue during this period amounted to\n 35.94 trillion dinars<\/strong>, comprising\n 28.5 trillion dinars<\/strong> in oil revenues and\n 7.4 trillion dinars<\/strong> in non-oil revenues.\n <\/p>\n\n

    \n Accordingly, the share of non-oil revenues rose to\n 20%<\/strong>, while oil revenues dropped to\n 80%<\/strong> of total revenues.\n <\/p>\n\n

    \n Compared to the first half of 2025, when total revenues stood at\n 62 trillion dinars<\/strong>, including\n 57 trillion dinars<\/strong> from oil and\n 4.9 trillion dinars<\/strong> from non-oil sources, Iraq\u2019s public revenues have declined significantly due to the sharp decrease in oil revenues.\n <\/p>\n\n

    \n Kurdistan Region’s Share of Expenditures and Revenues\n <\/h3>\n\n

    \n With respect to the Kurdistan Region, its total expenditures in the first half of 2026 were entirely operational, reaching\n 6.28 trillion dinars<\/strong>, compared to\n 5.16 trillion dinars<\/strong> recorded in the first half of 2025.\n <\/p>\n\n

    \n Meanwhile, the Kurdistan Region\u2019s non-oil revenues included within the federal government\u2019s collected revenues increased from\n 319 billion dinars<\/strong> in the first half of 2025 to\n 383 billion dinars<\/strong> in the first half of 2026.\n <\/p>\n\n<\/div>\n
