\n Iraq\u2019s Ministry of Labor and Social Affairs has officially issued\n Instructions No. 1 of 2026<\/strong>\n concerning the recruitment, employment, and work permits of foreign workers in Iraq, published in the Iraqi Official Gazette, Issue No. 4863, dated 30 March 2026.\n <\/p>\n\n

\n These Instructions were issued pursuant to Article 33 of Iraqi Labor Law No. 37 of 2015, establishing a comprehensive regulatory framework governing the lawful entry, recruitment, and employment of foreign nationals in Iraq.\n <\/p>\n\n

Key Highlights:<\/strong><\/p>\n\n

\n Requests for the recruitment of foreign workers must be submitted to the Directorate of Labor and Vocational Training by employers, licensed recruitment offices, or the foreign workers themselves through their employers.\n <\/p>\n\n

\n Foreign workers must enter and reside in Iraq lawfully in accordance with Foreigners\u2019 Residency Law No. 76 of 2017.\n <\/p>\n\n

  1. \n Foreign workers may not exceed 50% of the total workforce in any project.\n <\/li>\n\n
  2. \n Priority shall be given to local job seekers registered in the Ministry\u2019s database, and employers must prove that no suitable Iraqi candidates are available.\n <\/li>\n\n
  3. \n Workers must provide proof of medical fitness, relevant qualifications, and work experience.\n <\/li>\n\n
  4. \n Employers must prove their financial capacity to pay foreign workers\u2019 wages.\n <\/li>\n\n
  5. \n The number of domestic workers shall be limited to two workers per household, and exceptions may only be granted with the approval of the Directorate.\n <\/li>\n\n
  6. \n A specialized committee shall conduct field visits to verify the project details and the actual workforce needs of any employer seeking to employ 3 or more foreign workers.\n <\/li>\n\n
  7. \n No foreign worker may commence employment without obtaining a valid work permit, granted by the Minister of Labor or his authorized representative, valid for one year and renewable.\n <\/li>\n <\/ol>\n\n

    \n This regulatory update represents an important development for companies operating in Iraq, particularly those in the construction, oil and gas, and services sectors that rely on foreign labor.\n <\/p>\n\n
